
3rd OSINT Forum at CISS

On 24 and 25 June 2025, the OSINT Forum took place for the third time at the Bundeswehr University Munich - organized by the Center for Intelligence and Security Studies (CISS) in cooperation with HENSOLDT, the Cyber Defence and Smart Data Research Institute (FI CODE) and PD - Public Sector Advisors.
The forum provided a central platform for exchange between experts from authorities, armed forces, intelligence services, industry and public administration who are involved in the use and further development of Open Source Intelligence (OSINT).
It became clear: The evaluation of freely available information presents organizations not only with technical challenges, but also with organizational and personnel challenges. In addition to intelligent software, it is above all structured work processes, sound specialist knowledge and targeted training that enable the successful use of OSINT.
Current technological developments, strategic areas of application and legal and ethical aspects were highlighted in numerous specialist presentations. The program was complemented by networking formats such as lunches and an evening dinner, which promoted professional exchange in a personal atmosphere.
The OSINT Forum 2025 was a successful start to the further expansion of the specialist network and the joint development of practical solutions - with the aim of strengthening the responsible use of open information in government and society in the long term.
The organizers are therefore already planning to continue the format in 2026 in order to deepen the dialogue that has already begun and to continuously monitor current developments.
