Elisabeth Rossa studied law at the University of Cologne and the Università degli Studi di Napoli Federico II. (Naples). She was a research and teaching fellow at the Institute of Public International Law and Comparative Public Law at the University of Cologne and wrote her human rights centered PhD thesis „Children’s Rights. The Convention on the Rights of the child in an international and national context“ (Cologne 2013). After her legal traineeship with a stage at the Federal Constitutional Court (Department Prof. Dr. Peter M. Huber) she returned to the Institute of Public International Law and Comparative Public Law at the University of Cologne and completed her habilitation thesis in 2024, examining questions of european integration regarding European defence policy from a constitutional perspective („The Finality of European Defence. An Investigation Against the Background of the Basic Law“, Tübingen 2025). She received the venia legendi for Public Law, Public International Law and European Union Law. After a research stay at the University of California, Berkeley, interim professorships at the universities of Trier and Cologne and a visiting professorship at the University of Salzburg she recently is Deputy Professor for National and International Public Law with a Focus on the Protection of Culutral Heritage at the Department of Social Sciences and Public Affairs, University of the Bundeswehr, Munich.
